California lawmakers are intent on moving carefully with the bill to regulate intrastate online poker, even if it means holding the measure over until the next session.
Senator Darrell Steinberg told Capitol Weekly of the bill, "it should not be taken up in the last four weeks."
While the Morongo tribe has thrown its considerable support behind online poker, other tribes are emerging as opponents to any online gambling expansion. Tribes do not want to risk violating generous compacts by participating in online gaming that may go against the language of current agreements, and definitely do not want Internet gaming in which they play no part.
"Pechanga has had a standing opposition to online poker since proposals first surfaced last year, out of concerns for the far-reaching legal, political and policy consequences of an expansion of this magnitude," wrote Pechanga tribal chairman Mark Macarro.
"I think it's going to take more than four weeks to analyze that kind of proposal and the potential economic benefits," Steinberg said in a summation of what appears to be the consensus in the state.

Another long day in the France Poker Series Monaco Main Event PokerStars and Monte-Carlo®Casino EPT Grand Final has come to a close, and after eight full one-hour levels the 57 players who had survived from the 993-player starting field have now played all of the way down to a final table and then some.
Pablo Gordillo began the official final table with the chip lead -- a point hit with about an hour left to play -- and he had it again at night's end. In fact, the Spaniard's stack of 7,005,000 will put him a little over 3 million clear of anyone else when cards go back in the air for Sunday's final day.
Those 57 returned with the Frenchman Dean-Henri Taibi leading, and within a couple of hours they were already less 20 players. EPT4 Prague champion Arnaud Mattern (47th) and La Maison Du Bluff star Abou Sy (42nd) among those hitting the rail.
Gordillo had already pushed into the chip lead by then, and would remain at or near the top of the counts for the rest of the afternoon and evening.
Meanwhile the pace slowed somewhat, the field shrinking from 37 to 22 over the next two one-hour levels. That stretch saw both the tournament's last woman, Daniela Parotti, and start-of-day-2 chip leader Frederik Treusch being eliminated in 27th and 26th, respectively.
Gilles Silbernagel of France had risen to challenge Gordillo by that point, taking over the chip lead briefly as the field was whittled down further. Freeroll winner Romain Bier went out in 20th, and a little later Amerigo Santoro had his aces cracked by EPT4 London champion Joseph Mouawad to go out in 19th.
Mouawad earned another knockout soon thereafter, taking out Alexandre Rivero in 16th, and enjoyed the chip lead for part of the pre-dinner period. Evangelos Kokkalis (15th) and Guillaume Branellec (14th) next fell, with Alessandro Bardaro (13th) and Charles Vidal (12th) following before those remaining took time out for dinner.
After their return, Julien Valentin unfortunately ran kings into Silbernagel's aces to finish 11th. Florian Decamps finally lost the last of his short stack to Taibi to finish 10th. Then start-of-day-3 leader Taibi fell in ninth in a hand against Gordillo.
That one put Gordillo back in front, and other than a brief period when Silbernagel jumped ahead of him again Gordillo would continue to stay active and accumulate until play concluded. Michael Ferrari would be the only one to fall during that final hour, finishing eighth after his pocket queens failed to hold against Mouawad's ace-queen.

Betfair is introducing the first online gambling application for iPhones, just in time to take sports betting on the World Cup.
The new app has been developed by Betfair, and will allow users to place sports bets and other wagers from their iPhones. The Betfair gaming will only be made available to residents of the United Kingdom and Ireland.
The application will employ the self-contained GPS in the iPhone to determine the player's location. Attempts to place bets from locations outside the presecribed area will be blocked.
The application was pushed through the vetting process to be available in time for next month's World Cup event. Gambling on this year's World Cup is anticipated to set international records on volume and amounts wagered.
US players are barred from using mobile gaming devices, and US telecommunications companies will not authorize devices to permit gambling applications. US residents seeking to entertain themselves may have a glimmer of hope, in that mobile gaming policies may likely change if and when US regulation of online gambling begins.

Potential investors trying to catch gambling stocks on the bounce may be in for a long wait, as a gaming analyst says casinos in Las Vegas can't expect a rapid recovery.
Rothman says demand for rooms would have to increase at least 10 percent each year for the next three years just to keep profits even.
Gaming analysts have also speculated that consumers who have changed their habits during the recession may be hesitant to return to the older methods of entertainment.
"Regional gambling has used the opportunity presented by limited budgets to entice patrons who might otherwise gone to a destination resort," says OCA gambling authority Sherman Bradley. "Now, many of those players may find permanent advantages to playing closer to home, as the gaming in many instances is virtually the same, without the expenses of Vegas.
"Add in the ease of playing at online casinos, and the expected passage of the Barney Frank bill, and demand may continue to be limited even after economic recovery has begun."
Las Vegas is adding thousands more rooms with the construction of CityCenter and smaller resorts on the Strip. While rooms are currently occupied at a high rate, casinos have been discounting prices to keep traffic high.

The federal law against sports betting is causing many states to complain as they look to expand gambling for revenue.
State legislatures in both Missouri and Rhode Island have measures that appeal to Congress to remove the gambling ban on sports in the US. And New Jersey and Delaware have both initiated legal maneuvers to force the law to be withdrawn.
Delaware, having lost in an earlier battle with the NFL on the exact nature of PASPA, is pursuing its case to the US Supreme Court. Delaware, which is one of four states grandfathered in for the right to operate sports betting, was shocked to hear a US Appeals Court rule that it is only eligible for previously employed methods of sports gambling.
New Jersey state Senator Ray Lezniak is determined to clear the path to saving his state's casinos and gambling interests. Lesniak is at the heart of a suit seeking the striking of PASPA for discriminating among the states, a violation of the Commerce Clause.
Lesniak is also already pushing legislation in New Jersey allowing sports betting at Atlantic City casinos. While the federal law may block implementation of Lesniak's state constitutional amendment, passing the bill would put New Jersey in place to act immediately when the federal law is changed.
"And when it passes with support from 75 percent of our voters it will send a message to those in Congress that this is something people want," Lesniak told ESPN.com.
